Enclosure 2.

Observations by the Acting Registrar General.

151

The Captain Superintendent states that... there have been two changes of policy in the Registrar General's Office, the first since 1882, the second in October 1884. But, as the two changes are according to the description of the Captain Superintendent, identical, viz in the number of permits granted, and over-riding of the complaints of the Police, they can be fairly treated as one and the same. In 1882, Mr. Russell was appointed Registrar General. He was succeeded by the present holder of the post (Mr. Stewart), for whom I have acted on three different occasions - from the 19th April to the 25th August 1887, the 10th September to the 19th November, 1884; and from the 10th June, 1885, to the present time. I have caused a careful search to be made through the records of this Office from 1882 up to the present time, to try to discover the introduction of a policy with regard to the issue of permits.
